Report on the Meeting of Central Office Bearers, Advisors, Circle Presidents and Circle Secretaries held on 13.12.2019 and 14.12.2019 at New Delhi.
A meeting of the Central Office Bearers, Advisors, Circle Presidents and Circle Secretaries was held on 13th December 2019 at 9.30 am at Hotel Regent Continental, New Delhi.

President, Com Subhasis Mitra welcomed one and all. In his address, he mentioned that the meeting is convened at a crucial time to discuss the various issues related to VRS and Post VRS Scenario and requested all to actively participate in the discussions.

Two minutes silence was observed in memory of the departed Comrades. After self-introduction, Agenda items were presented and the agenda items were passed unanimously.

Com. S.Sivakumar, General Secretary has submitted the report on the various activities of the Association. General Secretary in his address briefed about the activities of the CHQ, regarding VRS, Revival Plan of BSNL, Various Agitational Programs conducted by the AUAB for the Revival of BSNL, other HR issues, various Court cases and its present status etc., He also briefed about the actions taken by the CHQ through the meetings with various.

officers of BSNL, DoT and various Ministries, Hon'ble MOC, Hon'ble MOS for finance directly related to BSNL Revival, Financial support and issue related to VRS. He further mentioned that AIBSNLEA has also written letters to Hon'ble Prime Minister, and Hon'ble Finance Minister requesting to extend Financial Support to State owned BSNL, immediate Revival of BSNL, Allotment of 4G Spectrum on free of cost, Refund of money which has been taken through various Taxes, excess payment of Pension Contribution, compensation of Rs.19,000 Crores for maintenance expenditure of loss making Rural Exchanges and payment of USOF/ ADC Charges in the form of Rural Deficit Charges for the services provided by BSNL in the LWE/NE/Rural/Far flung/Tribal/Hilly areas and implementation of 3rd PRC to BSNL Employees.

He requested all the participants to concentrate on the issues related to Post VRS-2019 Scenario, Road Map for Man Power Planning, Restructuring of BSNL and Viability of BSNL and this meeting should also decide the further line of action to get resolve the long pending HR issues and other important issues.

After the GS detailed reporting, Circle Secretaries, Central Office bearers and Advisors submitted their reports.

CMD BSNL, Shri P.K. Purwar ji participated in the meeting as Chief Guest and delivered an informative and motivational Speech. GM (SR) CO BSNL, Shri A.M. Gupta Ji also attended the meeting and addressed the gathering.
He further mentioned that it is crystal clear that the Political System of India wants the BSNL should remain in the Market and sustain. BSNL is the valuable Organization for the Country. Govt. has faith on the BSNL and its staff that it can provide Services to the Nation, now it is our responsibility to respond and meet the expectations of the Govt. Political leadership of present Govt. of India want the BSNL should rejuvenate and grow. Govt. is with us and if you keep the faith of Govt., the whole Parliament will be with you.

Seniors are going, they must be given respect. We requested all to treat the BSNL and its remaining employees as a family member and support the organization to meet your expectations through the remaining staff.

CMD BSNL mentioned that some activities should be started with immediate effect:-
  1. Expenditure on power to be reduced and rationalize the equipment and reduce the power consumption.
  2. Rental expenditure towards the exchanges and establishments
  3. Reduction in number of Circles
  4. Merger of Telecom Factories with Territorial Circles and merger of Project & Mtce., Regions
  5. HR function at Circle level
  6. Planning function at Circle level
  7. Make use of the technology
  8. Empowerment to the staff
  9. Field activities only at circle level
  10. Suggested to opt for CGHS facility for the better future and guide the staff with an assurance to reimburse the payment of CGHS deposit
BSNL Management is ready to accept anything which is good for the organisation. Good suggestions will always be heard and accepted.

If we are successful we will teach in IIM and we are creating history. Nobody reads the story of failure.

This is the time to deliver and make the BSNL to regain its original pristine glory with your commitment and relentless efforts. We will empower the people.

After CMD speech, the CHQ, CS and CPs had an interactive session with the CMD BSNL. CMD replied all the doubts/ queries raised by the participants.

CMD thanked one and all. CMD sought support and Co-operation from the employees as well as from the Associations and Unions to make the BSNL to regain its original glory and he assured full support from the Management.

Shri A.M. Gupta, GM (SR) in his address mentioned that BSNL Management is expecting various good suggestions from the discussions held during the meeting. We have to make BSNL a very competitive and comprehensive and requested all the participants to popularize and forward all the motivational words of CMD to the notice of each and every employee so that the Company will turn around to Profit within the very short time.

Com. Subhasis Mitra, President thanked CMD for the support and guidance and the trust he expressed on its employees and Executives.

As regards the body of the CHQ/ Circle/ Districts, it was unanimously decided to hold the District EC/Conference by 31.01.2020, The Circle CEC/Conference by 15.02.2020 and hold elections, wherever due/feasible, or through co-option in the Special General Body Meeting/Circle Executive Committee meeting to fill up the vacant posts in the District Body and the Circle Body including the CWC Members. There after the CWC meeting accordingly be held by June - July 2020 and fill up the vacancies of CHQ body by co-opting from the CWC.

Vote of thanks was delivered by Com. Saya Gouda, CS Telangana Circle. He thanked one and all for participation in the meeting held in a very crucial juncture and appreciated one and all for the Very good deliberations and suggestions. He thanked the comrades of CHQ at Delhi for the wonderful arrangement and the provision of Delicious food. With the vote of thanks, the meeting concluded at 18.30 hours.

CIRCLE BODY MEETING AT LUDHIANA
The meeting of circle office bearers, district presidents and secretaries of AIBSNLEA Punjab convened under the chairmanship of com. Sh. Ashok kumar Sharma circle president on 8/12/2019 at Gyan`s vegetarians, Red Cross Bhavan Ludhiana. All members were present except Bhatinda, Hoshiarpur and Ropar.

At the outset circle president welcomed to all the participants in meeting. He presented data branch wise VRS opted comrades of AIBSNLEA. He also inspired comrades to increase membership in post VRS scenario.

Comrade Sh. Mohd Jamil circle secretary conducted the meeting. He also welcomed to all the comrades for their participation in meeting at very short Notice. He explained the urgency of this meeting, to take feedback/ suggestions for meeting going to conducted at CHQ on 13/12/2019 to 14/12/2019.

Branch wise membership after VRS was discussed and concluded that only 75 members opted VRS and more members than this are likely to join, membership post VRS will remain intact. All members were inspired to work for the revival of BSNL and Association with their enhanced capabilities and full strength.

After thorough discussion on agenda points following conclusions were made and proposed to take up at CHQ level.
  1. The demand of CMD for 200 ITS officers from DOT for BSNL management is totally irrelevant, should be strongly opposed. In spite this, senior most experienced officers already working in E5&E6 waiting since long for promotions may promoted & posted at desired posts at SSA level. To stop this movement door of the court, if needed, may be knocked.
  2. Salary may be ensured in time. If not so, case may pursued in court as is done by ITS officers.
  3. The out sourcing of services may be done well before Jan 2019, Otherwise services will deteriorate further in lack of resources like labour, vehicals, material & trained staff because nearly 80% of field staff opted VRS.
  4. Transfer &posting of Group A, B, C may done as minimum as possible. If needed so, vacancies in each SSA may be displayed and asked for request/option from the staff so that BSNL financial Burdon may be avoided and human resource may be best utilised.

The 2nd day strike of the Executives and Non- Strike continues with the Executives in BSNL is going on as successfully as it was held on the 1st Day. Encouraging reports are coming from throughout the circle. Demonstrations are being organised in each and every place, condemning the government for not allotting 4G spectrum to BSNL, for creating road-blocks in the financial revival of BSNL and also for not settling the 3rd Pay Revision. AIBSNLEA heartily congratulates all the comrades and requests to organise tomorrow's strike also in the same intensity.

AUAB further calls upon all the employees to implement three days Strike successfully on second day also with 100% participation. All the District Secretaries are requested to ensure active participation of all the members in the three days Strike to register our protest against the non-settlement of legitimate demands.

3-day Strike implemented successfully in its first day
In the first day of the three days Strike call given by AUAB has been successfully implemented throughout the circle. Many SSA, it is reported that about 90 to 95% Employees have actively participated in this Strike. The reports of all the SSAs are very encouraging.

DOT through PIB has given the Press release that DoT reiterates that positive steps are being taken by the Department in respect of all the demands. But the fact remains that due to non-settlement of the demands even after the assurances given by the Hon'ble MOSC(I/C) to the AUAB Leaders in the meetings held on 24.2.2018 & 3.12.2018 for the settlement of the demands of AUAB. No proper steps are taken by the DoT Administration/BSNL Management for the settlement of the legitimate demands which has forced AUAB to go on 3 days Strike. After the AUAB Strike Notice served on 1.2.2019, DoT Administration has not called the AUAB Leaders to discuss their demands for settlement which pertains to DoT only. BSNL Non Executives and Executives are seriously frustrated and agitated due to non-settlement of their long pending legitimate demands.

Charter of demands
  1. Implementation of 3rd Pay Revision with 15% fitment.
  2. Allotment of 4G spectrum to BSNL, as per the proposals submitted by the BSNL Management.
  3. Implement assurance of the Hon'ble Minister of State for Communications for delinking pension revision from pay revision. Revise pension of BSNL Retirees w.e.f. 01.01.2017.
  4. Payment of pension contribution by BSNL as per the government rule.
  5. Settlement of the left out issues of the 2nd Pay Revision Committee.
  6.  
    1. Approval for BSNL's Land Management Policy without any delay.
    2. Expeditiously complete the mutation and the process of transferring of all assets to BSNL, as per the Cabinet decision taken on the eve of the formation of BSNL.
  7.  
    1. Ensure financial viability of BSNL, as per the decision taken by the Group of Ministers, at the time of formation of BSNL.
    2. Issue letter of comfort for BSNL's proposals for taking bank loans.
    3. Expeditiously fill up all vacant post of BSNL Board of Directors.
  8. Scrap BSNL's outsourcing for the operation and maintenance of it's mobile towers.

It is a do or die situation - AUAB calls on the employees to organise the 3 strike massively.
The AUAB held it's crucial meeting today. General Secretaries / senior leaders of BSNLEU, NFTE, AIBSNLEA, SNEA, AIGETOA, BSNL MS, ATM, TEPU and BSNL OA participated. The meeting reviewed the preparations going on throughout the country for the 3 day strike. All the General Secretaries gave their reports on the preparations. It is very encouraging to note that, excellent preparations are going on. Especially, the momentum has picked up tremendously in the last 2 days.

After considering all the factors, the meeting unanimously decided to go ahead with the strike. The strike starts from midnight (00:00 hrs.) today. If any clarification is required, comrades are requested to contact their respective General Secretaries.

2nd CEC meeting of Punjab Circle on 09th February 2019 at Patiala
2nd CEC meeting of Punjab Circle was organised on 09th February 2019 at Parbhat Parvana Patiala. The Open Session of the CEC Meeting was attended by Com. GS Shri Prahlad Rai and Organizing Secretary (North) Com. Devesh Sharma, from AIBSNLEA CHQ side. DS NFTE Patiala Shri Prem also attended the meeting as special guest.

All the distinguished guests were welcomed by presenting bouquets and shawls. Meeting started with National Anthem.Com. Baldev Singh, FS AIBSNLEA Punjab delivered the welcome address and welcomed all the guests in the Patiala City in the 2nd CEC meeting.All District Secretaries of AIBSNLEA Punjab Circle presented the District Secretary reports.

Com. Mohd. Jameel, Circle Secretary AIBSNLEA Punjab, in his key note address welcomed all in the 2nd CEC meeting at Patiala. He specially thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA Punjab. He mentioned the achievement of Punjab Circle body in the resolvement of the issues of the members. He also stressed to keep vigilant on the issues of BSNL's viability as well as on our HR issues.

Devesh Sharma, Organizing Secretary (North) CHQ in his address congratulated the comrades of AIBSNLEA Punjab Circle and specially Patiala Comrades for the successful holding of 2nd CEC meeting and thanked the comrades for their grand participation. He thanked for the efforts of GS AIBSNLEA in resolving the issues of 13000 promotions for BSNL Executives in one month. He explained the Punjab Circle's importance for not only AIBSNLEA but also for the entire BSNL as a whole. He expressed his full belief that in the days to come, the comrades of Punjab Circle will participate in the AUAB's organisational call with full spirit, Strength and enthusiasm. He mentioned the importance of the participation of the members of Punjab Circle in Organisational calls and its impact on the entire country for getting the benefits of 3rd PRC. Com. GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of Punjab Circle for the successful 2nd CEC meeting at Patiala and thanked the comrades for their participation. In his detailed address Com. GS mentioned that the Punjab Circle is a very important Circle for the AIBSNLEA and as well as BSNL and Patiala is one of the most important SSA in Punjab Circle.

Com. GS mentioned that AIBSNLEA has formed by the merging of 10 DoT recognised Associations and every cadre is important for us and we peruses for the resolvement of the pending issues of all cadres. He informed that only due to the efforts of AIBSNLEA the BSNL MSRRs came into effect in 2009 which paved the way of the promotions up to regular DGMs and our DRs will get the promotion upto PGM level. Com GS also informed the house that initially only AIBSNLEA created the gravity of the DRs issues like SAB and Standard pay scales etc. Com. GS categorically told that AIBSNLEA is against the MT recruitment when the existing in house talent like M.Tech/MBA/CA/ICWA are very much available and recruitment of MT will create cadre demoralisation.

Com. GS explained the persuasive efforts of AIBSNLEA CHQ for issuing more the 13000 promotions is BSNL through various DPCs. He appraised the status of HR issues about AIBSNLEA efforts for various DPCs in various cadres.

Com. GS mentioned that the viability and existence of BSNL is the most important issue today and we have to analyze the reasons of BSNL's today's position of huge financial crunch. He explained the demoralising view of Niti Ayog and DoE on 4G allocation to BSNL. GS emphasized that the approval of BSNL's Land management policy is very much required for improving the financial health of BSNL. GS explained the points of revival plan of BSNL, which are expected to discuss in next Digital Commission meeting on 21st Feb., 2019. Com. GS explained the reasons to defer the earlier strike call of AUAB and explained the existing Charter of Demand of AUAB. Com. GS informed that upto today DoT has not discussed any matter with AUAB about reducing the retirement age to 58. Com. GS appealed to all Punjab Comrades to make successful the 3 days strike call of All Unions and Associations w.e.f 18.02.2019.

Com. GS explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. At last Com. GS congratulated the Punjab Circle for the grand success of the 2nd CEC and replied all queries raised by the AIBSNLEA Punjab comrades.Com. Ashok Sharma, President AIBSNLEA Punjab Circle extended the vote of thanks.DS Patiala Com. Harjot Singh managed the overall arrangements for CEC in a very nice manner.

Meeting with CMD BSNL:- GS, President and AGS(Fin) met CMD BSNL and discussed regarding:-
  1. DE to DGM (Engg) Promotion: We expressed our serious concern against non filling up the vacant 891 DGM (Engg) Posts even the CPC has been completed 28 days before but pending for approval from the Competent authority. CMD assured to discuss the matter with Dir (HR) for an early decision.
  2. Pension Revision Formula for the BSNL Retirees: We requested CMD BSNL the Pension Revision Formula being proposed by the AUAB may kindly be approved in the Management Committee. CMD assured to consider the matter in case the Pension Revision Formula proposal submitted to the BSNL Management by the AUAB, it will be placed in the Management Committee for approval and will be sent DOT for consideration.

Com GS further explained the burning issues of the Headquarters level. He informed that BSNL employee will definitely get 3rd PRC with 15 % fitment benefits. Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup He appraised the status of HR issues about various DPCs in various cadres. He also appraised the house about DPCs from JTO to SDE, SDE to DE, DE to DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing, Restructuring of AD(OL) case, Creation of PPS posts in field Units, filling up of EE(C/E) vacant posts, Regularization of offg. JTOs, CPSU cadre hirarchy etc., modification in transfer policy & Benchmark of EPP, etc. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit Executives like EPF, Superannuation benefits and Child Care Leave. Com GS further explained the role of AIBSNLEA in the viability of BSNL.

Further Com. GS appealed to all comrades to extend their full participation for making the indefinite strike 100 percent successful on AUAB call we.f. 03.12.2018 and to not execute any work including the Government projects in the strike period.

Com GS explained the commitment of AIBSNLEA for obtaining the 3rd PRC with 15% benefits.

Special General Body meeting of Pathankot SSA on 16th November 2018 at Pathankot
General Body meeting of Pathankot SSA was organised on 16th November 2018 at the Inspection Quarters Pathankot. The GB Meeting was attended by Shri Prahlad Rai GS and Shri Devesh Sharma Org.Secy.(North) from AIBSNLEA CHQ side . Shri C.L.Verma DGM Pathankot was also present in the meeting. He explained the efforts behind various CPCs and LDCE postings for 12000 Mega promotions, Court Cases, Standard pay scale status, CPSU cadre hierarchy issue, 22820 pay issue of post 2007 batch JTOs, restructuring of AD(OL), E1+5 increment, SDE RR, CPSU cadre Hierarchy, Superannuation benefits of DRs, AD(OL) case of pay equivalent to SDE/AO, Rule 8 transfers etc, DPC in Civil/Electrical wing, JTO (Officiating) regularization, PPS posts creation in field units, DPCs of Telecom Factory and the issues of PA/PS etc.

Further Com. GS appealed to all comrades to extend their full participation for making the indefinite strike 100 percent successful on AUAB call we.f. 03.12.2018 and to not execute any work including the Government projects in the strike period. Meeting of circle body with sh. J.C Menaria CGMT Pb.
Circle body of AIBSNLEA (Pb) under the leadership of President Com. Sh. Ashok Kumar Sharma, Circle Secy. Com. Mohd. Jamil , Vice Present Sh. Harjot Singh and Asst. Circle secy Sh. Aswani Kumar, held introductory meeting with CGMT Pb. Sh. J.C Menaria on dated 15/11/2018 at 12:30.

In the beginning Circle Secy. Mohd. Jamil thanked worthy CGMT for calling Introductory meeting well in time. CGMT (Pb) warmly welcomed to all the members of circle body.

After brief introduction, CGMT assured to the circle body of AIBSNLEA to stand with welfare of BSNL and Its employee. During the meeting the meter of transfer of AOs Chandigarh was discussed in detail and CGMT was apprised that transfer made was against the guidelines of the transfer policy and complete violation of seniority of the Punjab. CGMT immediately instructed to GM (Fin) to with held transfer made and follow the guidelines and transfer policy of corporate office. The case of financial up gradation of SDE(OL) was also discussed GM (admin) taken action on the spot and instructed AGM (admin) to take up necessary action as suggested by AIBSNLEA PB.

Worthy CGMT assured to resolve the issues at the earliest. He further assured to resolve the rationalization issue of staff.

1st CEC meeting of Punjab Circle was organised on 11th August 2018 at President Hotel, Jalandhar. The Open Session of the CEC Meeting was attended by Shri Devesh Sharma Org. Secy. (North) from AIBSNLEA CHQ side, Shri Sunil Kumar GMTD Jalandhar and Shri S.K. Chopra GM NTR Jalandhar attended the Open Session as Guest of Honour.

All the distinguished guests were welcomed by presenting bouquets. Meeting started with National Anthem.

Therefore, it is directed to provide date of joining of these executives as per their service book for considering them for promotion to the grade of AGM/DE (T) on regular basis before 25.06.2018.

The All Unions and Associations of BSNL is continuously organising struggles, demanding the rolling back of the Subsidiary Tower Company. At the same time, the AUAB meeting held on 27.03.2018, decided to explore the possibility of taking legal action on this issue. The responsibility for making legal consultations was given to Com. G.L. Jogi, Chairman, SNEA and Com. Prahlad Rai, GS, AIBSNLEA. Based on the suggestions given by these two comrades, the AUAB meeting held today, after threadbare discussion, decided to take legal action against the Subsidiary Tower Company.

We salute and express our sincere gratitude to all the participating comrades in "March to Sanchar Bhawan" program on the call of All Unions and Associations of BSNL and making it a grand success. Today morning at 11.30 hrs in Eastern Court building of BSNL Corporate Office compound More than 5000 comrades gathered from nook and corner of the country to participate in the "March to Sanchar Bhawan". The March to Sanchar Bhawan was flagged off from the Eastern Court Building, Janpath to Sanchar Bhawan. Before commencement of the march all India leaders of different trade unions of CITU, INTUC, AITUC etc i.e. Comrade Shri Tapan Sen, Hon'ble Member of Parliament and Secretary General CITU, Shri Vidhya Sagar Giri, Secrteray, AITUC, Shri Jile Singh, INTUC leaders addressed the gathering and extended their full support to the struggle of BSNL employees.

The March was forcefully ended by Delhi Police at Sansad Marg Police Station near Sanchar Bhawan. On the assurance of police to arrange a meeting Seretary Telecom March culinated in a big meeting which was adddressed by all the General Secretaries of participating Unions and Associations including Comrade Prahlad Rai, General Secretary, AIBSNLEA.

A huge gathering of more than 5000 emoloyees gave patient hearing to all the speakers encouraging through slogans. More than 400 Comrades from AIBSNLEA BSNL Corporate Office Circle, Delhi Circle, Haryana Circle, Punjab Circle, Rajasthan Circle, Tamil Nadu Circle and UP (West) Circle participated in the March.

After adjournment of the meeting all the General Secretaries of the Unions and Associations of BSNBL were escorted by Police to Sanchar Bhawan to arrange a meeting with Secretary (Telecom). Initially Secretary Telecom directed Police to take all the leaders to meet Special secretary (T), DoT but all the leaders categorically told that we will meet only and only with Secretary (Telecom) otherwise all the employees will be called in DoT to demonstrate immediately. After some time Secretary (Telecom) agreed to meet the leaders in committee room.

Secretary (T) along with SS (T), JS (A) and Director (PSU) attended the meeting in the presence of Police and started discussions. All the leaders expressed their serious anguish against the negligent attitude of DoT administration towards the issues of BSNL employees even the Secretary (Telecom) is not granting meetings. They apprise in detail the justification of the demands i.e. implementation of 3rd PRC with 15% fitment benefits, settlement of let out issues related to 2nd PRC, pension revision of BSNL pensioners, Rollback of Tower Subsidiary, No reduction in retirement age from 60 to 58 years and no VRS etc. Secretary (Telecom) mentioned that she have been meeting with BSNL leaders on different occasions and she is not denying meetings. However, she explained that the issues are already in her knowledge but she is not the final authority to decide. Matter is being discussed tomorrow with Hon'ble MOSC (I/C), head of the organization for consideration. Regarding 3rd PRC Secretary (T) mentioned that matter has already been referred to DPE for comments. She further mentioned that she is supporting BSNL being a state owned company.

After the meeting with Secretary (Telecom) all the General Secretaries met CMD BSNL and Director (HR) BSNL Board and apprised about the discussions took place with Secretary (Telecom). CMD informed that in tomorrow's meeting he will also remain present along Secretary (Telecom) in the meeting with MOSC (I/C).

All the General Secretaries of all Unions and Associations will meet tomorrow morning at 1100 hrs to discuss the strategies for the meeting with Hon'ble MOSC (I/C) and thereafter will meet with MOSC (I/C) at 12.30 hrs.

The future course of actions will be decided all the outcome of the meeting with MOSC (I/C) and request the BSNL employees to implement ongoing agitation program of Work According to Rules successfully.
